Lobaki develops educational and training XR experiences to significantly improve results and reduce costs for enterprise applications. XR technologies are rapidly changing the nature of education because XR has proven to be faster, easier, less expensive and more scalable for businesses when compared to previous methods relying books and lectures.
Aquarian is a member of the Fort Detrick Alliance in MD. Dave is also a member of the Marketing Committie for the Alliance. The primary purpose of the organization is to facilitate “communication and understanding between Federal agencies at Fort Detrick and the community at large”. To accomplish this mission, the Fort Detrick Alliance works on a daily basis to build relationships between Fort Detrick and its constituencies in the region: individuals; businesses; civic, social, and educational organizations; and local and State government entities.

Dave is a member of the 3D digital design & Manufacturing Technology Advisory Committee at Cuyahoga Community College. In today’s industry, the technology is called Additive Manufacturing and it’s changing the world. The uses of Additive Manufacturing are limitless, and companies need people trained in using this new technology.
Dave was an integral part of the Entrepreneurial Skills Panel, held in San Francisco, CA. This involved educators, business representatives, and researchers who could speak to the knowledge-based economy and how to apply emerging trends within academic settings. A Student Skills Panel, held at Feather River College sought insight from students who represent the future and transitioning workforce present in California Community Colleges. A Rural Skills Panel, held in Quincy, CA, focused on the needs of rural communities in Northern California, where there is a current transition from a goods-based economy to a digital economy.
Aquarian inspired and encouraged numerous successful innovative initiatives with the career center. Aquarian started the Bioscience College-NOW program which led to the formation of the Bioscience Consortium of Northeast Ohio. Millions of dollars were attracted to the region as a result of the coalition to which Aquarian provided substantial leadership and direction. We bridged relationships between industry, economic development and education.
Dave worked with AEP starting in early 2000 on the Indiana Smart Schools Partnership. The project flourished under Dave’s guidance including;
Dave worked with the Ohio Department of Transportation on their pilot project for computer based training, orientation to FTA/ODOT Transit Grant Programs.
Aquarian also conducted a Y2K Readiness inventory and assessment of Ohio’s 34 rural public transportation systems.
Aquarian developed a marketing study for the Cybersnax Professional Development Program. The marketing study provided a framework and strategies for moving our on-line professional development program beyond our current membership school districts nationwide.
Dave took the time to understand the needs of our company and had the vision for establishing pipelines of talent for growing business. He got to work providing ideas and solutions. He brokered many relationships and followed up with all parties on a consistent basis to insure the healthy progress of these new relationships.

Dave worked closely with staff and faculty proposing cutting-edge options for entrepreneurial integration of student work into the existing and expanded curriculum. He provided a vision for futuristic analysis, forcing the university to see what it might become in the upcoming decades. Dave helped the university stretch well beyond the classroom and truly engage students with the world they will, ultimately, create and recreate on behalf of all of us. Dave formed a partnership with the University of North Dakota and South Dakota State University to create entrepreneurship in the arts that was unlike any other collaborative in America. Aquarian was critical to the forward mission for the conceptual rebuilding of Northern State University.
Aquarian facilitated the strategic planning process holding numerous focus groups that allowed various stakeholders to make clear opinions, aspirations, and concerns. Dave assisted in launching the College-NOW Engineering Academy. This federally funded program called for the development of partnerships with area business and industries.
Dave Baldwin played a vital role in the passage of the STAR bill, a blue print for the expansion of technology in Indiana, for the retention and recapture of the State’s best and brightest graduates, and for the matching of those graduates with high paying technology related enterprises that chose to locate or grow in Indiana. The STAR program provides a continuum of learning and opportunity starting with the SMART School Partnership and its ability to entice junior high school students on to a math and science educational path. The program continues the effort through school-to-work, internship programs and job fairs to direct graduates into competitive job opportunities in Indiana. Dave’s testimony and hard work along side both Democrat and Republican Committee members helped make the difference in the passage of this landmark legislation.
We contracted with Dave Baldwin to develop of first ever Technology Plan. He worked with our Technology Plan Committee in developing a Mission Statement, goals and objectives, specific activities, and timelines. In essence, Mr. Baldwin developed in the committee the capacity to build the Technology Plan. While he could have produced such a plan himself, this alternative course has better served our organization since our committee members now refer to the plan as a “living document” which they feel free to revise when necessary. We could not have completed this without Dave’s interpersonal skills and experience.
Dave Baldwin and the SMART Partnership demonstrate sound learning principles and builds excellent school/business relationships which result in strong support for the school system. Likewise, students gain first-hand knowledge of academic skills being utilized in the “real” world, the workplace. SMART Partnership encourages students to excel academically resulting in greater academic success of the school building and school district.
Aquarian also did an assessment on our technology needs; hardware & software, WEB-based services, voice-activation systems, interactive telecommunications, internet based learning and general counsel.
Dave Baldwin spoke at the 7th annual conference in Salt Lake City, Utah on July 30, 1999. The session was entitled “Technology and Boards of Health: What must we plan for in 2000 and beyond.” Mr. Baldwin co-presented this session with Mr. Luis Kun, Senior Computer Scientist with the Centers for Disease Control (CDC) in Atlanta, GA.
Dave Baldwin worked with the Pioneer Career and Technology Center for “Public Awareness and Marketing Consultation” and assisted the district in developing an extensive marketing plan. Dave’s involvement in the district established new healthy business partnerships.
Dave worked extensively on a job-ready career campus for BGSU. He brought terrific energy and insight to the project. Offering a combination of creative mentoring with programmatic ideas that went beyond traditional, and he insisted on employer-based participation that was far beyond the typical lip-service offered in/for most initiatives of this sort.
Dave facilitated 65 school entities in Central Ohio, leading them through a decision-making process concerning a highly political software issue. Dave collected the necessary information and data to understand the issues and stumbling blocks the group had encountered in their long process. He understood MEC’s main objectives were to provide information to the customers and, most importantly, remain neutral in the decision-making process. The professional efforts Aquarian provided to their customers were invaluable in the process and brought proper closure to the issue.
